The following
changes to the D91 PTO bylaws were approved by the Executive Board on April
30, 2013 and will be presented to the general membership on May 21, 2013.
Current: Article I Name The name of the organization is
"District #91 Parent Teacher Organization (PTO)." The organization
exists as an unincorporated organization of its members and is governed by
these bylaws, as from time to time amended. Proposed: Article I Name The
name of the organization is "District #91 Parent Teacher Organization
(PTO)." The PTO exists as an unincorporated organization and is governed
by these bylaws.
Current: Article II Objectives The objectives of the
organization are to promote the welfare of children in the home, school and
community; to promote a quality education and safe environment; and to foster
closer relations between the home and school through parent and teacher
co-operation. Proposed: Article II Objectives D91 PTO is dedicated to
establishing, supporting, and enriching a close relationship between home and
school for the benefit of D91 students and families. We will accomplish this
by encouraging involvement in the school and community, sponsoring fun
activities, providing financial support for expenses outside the annual school
budget, and communicating closely with the D91 administration.
Current: Article IV Membership and Dues Section 2 - There
will be a membership drive at the beginning of each school year. Additional
members shall be accepted at any time.
Proposed: Article IV Membership and Dues Section 2 -
There will be a membership drive at the beginning of each school year. Dues
must be paid prior to December 1st of the current school year. An exception
will be made for new families enrolling in the district after December 1st of
the current school year.
Current: Article V Officers and their Election Section 1 -
Each officer of the PTO shall be a member in good standing of this PTO.
Section 2 - Positions, Terms and Eligibility: b. Officers shall assume their
duties on June 1st and shall serve for a term of two years;
c. Beginning in the year 2009, elections for the offices of
President and Secretary will be held in odd numbered years; elections for
Vice-President and Treasurer will be held in even numbered years;
d. A person shall not be eligible to serve more than two
consecutive terms in the same office except in the event that an officer's
position cannot be filled. In such case, the present officer may continue the
duties of that position for one additional term; Section 3 - Nominating and
Voting a. There shall be a nomination committee composed of three members who
shall be appointed by the Executive Board each year. The committee shall elect
its own chairperson; b. The nomination committee shall nominate an eligible
person for each office to be filled and report its nominees to the Executive
Board; c. The report of the nominating committee shall be made known by
written notice during the month of March; d. Prior to the balloting at the
April meeting, the president shall ask for nominations from the floor;
Proposed: Article V Officers and their Election
Section 1 - Each officer of the PTO shall be a member in good standing of this
PTO. The positions of President and Treasurer must be filled by PTO members
that have served on the Executive Board for a minimum of one school year.
Section 2 - Positions, Terms and Eligibility: b. Change to July 1st. c. Remove
"Beginning in the year 2009," d. Remove "for one additional
term;" Section 3 - Nominating and Voting a. The executive board shall
notify PTO members 45 days prior to the spring General Meeting of the open
officer positions. b. All interested parties must respond 30 days prior to the
spring General Meeting. c. In the event of multiple candidates for an open
officer position, each candidate shall read a prepared statement prior to
voting. d. Voting shall be by ballot, except when there is only one slate of
candidates. There shall be no voting by absentee ballot.
Current: Article VI Duties of Officers Section 1 - The
President shall preside at all meetings of the organization and appoint all
committee chairpersons, except for the nominating committee. Section 4 - The
Treasurer shall: c. obtain the signature of one other authorized check signer
before making disbursements; such authorized person shall be designated by the
Executive Board
e. file all forms as required by the Internal Revenue
Service.
Section 5 - Treasurer's Audit: a. An auditing committee will
be appointed by the President and will audit the Treasurer's books after the
elections of the new officers; and b. the books of the Treasurer shall be
turned over immediately upon audit to the new Treasurer with a statement
signed by the chairperson of the auditing committee that the books are in
order.
Proposed: Article VI Duties of Officers Section 1-
Remove ", except for the nominating committee" The President shall
preside at all meetings of the organization and appoint all committee
chairpersons. The president shall be the direct liaison between the
organization and District 91 administration and oversee all operations.
Section 4 - The Treasurer shall: c. Remove as written and replace with: The
President and Treasurer will be the authorized signers on the checking
account. e. Remove Section 5 - Remove
Current : Article VIII Committees Section 2 - A standing
committee Chairperson shall hold that position for not more than two
consecutive years. In the event the position cannot be filled, the Chairperson
may remain for one additional term. Proposed: Article VIII Committees
Section 2 - Remove
This exception was approved by the Executive
Board on April 16, 2013 and will be presented to the general membership on May
21, 2013.
Proposal: To make an exception to Article
V. Officers and their Elections Section 2. c. of the District 91 PTO By-Laws.
Current: Beginning in the year 2009, elections

elections for Vice- President and Treasurer will be held in even number years.

Officers in May, 2013, all officers will be up for election as follows:
